Lindy Walker - President
Lindy Walker is the President and CEO of RIO Technical Services, Inc. Mr. Walker started RIO in 1995
and is involved in the day-to-day operations including project management, business development, contract
negotiation, and human resources. RIO currently has contracts with the US Department of Energy, the US
Treasury Department, multiple ethanol projects, and numerous electric utility companies. Mr. Walker has
been involved in the ethanol industry since 1999. Mr. Walker holds a Bachelor of Science degree in
Biology from Tarleton State University.
Sanjiv Shah, P.E. – Chief Engineer
Sanjiv Shah is a registered professional engineer (Texas, Arizona, Washington, Maryland, and New Jersey)
with approximately 20 years of progressive engineering and management experience in Civil and
Environmental Engineering. Mr. Shah holds a Master of Science degree in Civil Engineering and Bachelor
of Engineering degree in Environmental Engineering. Mr. Shah has been with RIO since 1998 and worked
extensively on Bio-fuels projects since 2002. His specific experience includes Project Development,
Design Reviews, Construction Management and Environmental Permitting and Compliance.
Arthur Brickey – Vice President, Finance
Art Brickey is the Vice President of Project Financing for RIO Technical Services, Inc. Mr. Brickey
is responsible for coordinating the raising of equity and debt for ethanol projects developed by RIO.
Mr. Brickey works with the investment community including private equity funds and banks as well
individual investors in the plants. Prior to joining RIO in 2005, Mr. Brickey was an investment banker
with First Southwest Company for six years. Mr. Brickey’s duties included raising debt and equity for
project financings all over the country, including many energy related projects. Mr. Brickey has been
involved in the ethanol industry since 2001. Mr. Brickey received his Masters of Business Administration
from Southern Methodist University in 1996 and his Bachelors of Business Administration from the
University of Memphis in 1991. Mr. Brickey is a Chartered Financial Analyst® (CFA®) charter holder.
Richard Wade Walker – Vice President, Construction
Wade Walker is Vice President of Construction for RIO Technical Services, Inc. and has
been involved in the ethanol industry since 2002. Mr. Walker holds a Bachelor of Science degree in
Civil Engineering from Texas Tech University in Lubbock, Texas. Mr. Walker has more than 12 years
experience working on construction, land development, energy, and engineering projects.
Alton Estrada – Corporate Counsel
Alton Estrada is an attorney licensed to practice law in the state of Texas. Mr. Estrada joined
RIO in 2007 as their corporate counsel. Mr. Estrada received a Bachelor of Behavioral Science degree
in Government and English from Hardin-Simmons University in 1995 and graduated from South Texas College
of Law in Houston in 2000. Mr. Estrada worked as an Assistant District Attorney for Mr. Tim Curry at
the Tarrant County District Attorney’s Office for five years. During his tenure, Mr. Estrada tried jury
cases from Class B misdemeanors to First Degree felony cases, and all levels in between. In 2005 Mr.
Estrada joined the law firm of Bailey & Galyen and practiced criminal, family, bankruptcy and business law.
Jerry Price – Director of Project Finance
Jerry Price is the Director of Project Finance for RIO Technical Services Inc. Mr. Price assists in
securing senior and junior debt, equity, mezzanine financing and other alternative capital structures
for RIO's clients and projects. Mr. Price joined RIO in 2007 after 20 years in the banking and finance
industries. From 1988 to 1994, Mr. Price worked for Comerica Bank in various roles including credit
analyst and small business banker. Mr. Price has extensive experience in commercial real estate lending,
treasury management, investment banking, institutional/personal trust, private equity and other
specialized products. In 1994, Mr. Price entered the automobile loan/lease business, serving as a
consumer credit officer for Arcadia Financial, where he acquired advanced credit skills in analyzing
consumer credit. In 1995 he was hired by local investors to start a sub-prime lease securitization firm
where he hired the employees, negotiated servicing contracts, designed credit/operating policies and
negotiated the private placement of a $50 million asset backed securitization conduit.
